CALL FOR TENDER FOR AN EVALUATION CONSULTANT
Justice and Peace Commission (JPC), Archdiocese of Bamenda is hiring the services of a competent consultant with experience in project Monitoring, Evaluation, Accountability and Learning.

The Commission renders services to all in the areas of human rights promotion and protection, conflict transformation and peacebuilding and governance. Objective of the Bid
We are looking to hire a competent consultant to conduct an external evaluation exercise of Projects and programs carried out within and as the case may be beyond the Archdiocese (covering the 5 Divisions – Boyo Menchum, Momo, Mezam and Ngoketunjia) of the NW Region. Any interested bidder will be expected to demonstrate experience in working with similar organizations and familiar with the context of the Archdiocese of Bamenda.
Language Requirement:
- English
- Pidgin
- Knowledge of some local languages is a plus.
Eligibility Criteria
Consultants are required to meet the following criteria to qualify for the bid:
- Must be a promoter of a legally registered entity in Cameroon
- Should have a track record of providing M&E services
- Must have a 2-5 years’ experience in the field
- Must have a good mastery of the five divisions of Bamenda Archdiocese and the current socio-political context

TERMS OF REFERENCE FOR THE EVALUATION OF A PROTECTION PROJECT WITHIN THE BAMENDA ARCHDIOCESE
- BACKGROUND

The project in the Archdiocese of Bamenda aims to contribute towards ending violence, improving human rights protection, promoting good governance and democratic principles and building sustainable peace.
- OBJECTIVES OF THE EVALUATION
The purpose of this evaluation is to assess and learn from the process, achievements and challenges encountered and also advise on future programming.
2.1. Overall Objective
The overall objective is to evaluate the achieved results against the stated organizational and program objectives and the strategies used in the implementation process.
2.2. Specific Outputs
The evaluation team shall be expected to:
Document the results and impact of the program; sharing the learning and challenges among the program implementer, partners and stakeholders. The five criteria set out by Development Assistance Committee (DAC) will be utilized as follows:
- Relevance
– Assess to what extent the program has reached the most vulnerable and deprived and which strategies have been most useful for ensuring that.
– Assess the relevance of the program to the current context of the North West Region and human rights situation
– Assess the logic of the program/project design
- Efficiency
– Consider cost effectiveness and attribution of the program/project interventions to the changes that have taken place / results achieved.
– How efficiently have the lessons learned along the way been used in improving the program/project?
- Effectiveness
– Indicate for each expected outcome and output (result) what has been accomplished in relation to what is stated in the project document and program plan
– Document the strategies that have proven effective for achieving the outcomes
- Impact
– Identify and analyze the significant changes that the program/project has brought in the lives of vulnerable groups in the Archdiocese of Bamenda. What real difference has the intervention made in the lives of the beneficiaries, (participants)?
– Assess the progress towards the actual project impact.
– Document any evidence of practical success
- Sustainability
– Assess the sustainability of the results (will the outcomes endure; how likely does continuing progress towards the impact seem, and what are the major factors contributing or hindering sustainability?)
– Assess to what extent and how the project has increased the accountability and capacity of duty bearers. Document ownership and involvement of government at different levels and other key stakeholders
It is expected that the lessons learned during the implementation of the program/project will be documented as part of this evaluation assignment. The consultant will utilize the mid-term study data; ensuring that data has been collated for each indicator and analyzing it in respect to baseline data.
- SCOPE OF THE SERVICES
The mid-term evaluation will cover the entire Archdiocese of Bamenda; including the five divisions of the archdiocese (Mezam, Momo, Menchum, Ngoketunjia and Boyo) where the program/project is implemented acknowledging that results could go beyond the Archdiocese. At least one area will be randomly selected in each division for field work. All relevant stakeholders (government officials and representatives, community members, and local partner NGOs) who participated in the implementation of the project will be consulted. The mid-term evaluation is expected to provide information that enables Justice and Peace Commission and its partners to develop strategies to improve on the implementation of the last part of the project and future program interventions.
- PRESENTATION OF THE RESULTS
The first output of the consultant will be an inception report, which includes a thorough desk review of provided secondary documents. The inception report should also articulate the evaluation design (including methodology and sampling), the proposed research instruments and plan of field work and fieldwork plan (tools, sample and schedule). Fieldwork will only begin after the approval of the inception report. The consultant is expected to produce a quality report. The consultant shall also submit data on methodology used, interview outlines, focus group discussion guides, list of people interviewed / met, etc. JPC Bamenda and the funding partner will disseminate the findings and the lessons learned, which means the consultant shall have no exclusive copyrights of the report.
- DURATION OF THE EVALUATION
The evaluation process of the project in the Bamenda Archdiocese is expected to take in total 35 – 40 working days during April to June 2023. The draft report will be submitted to JPC Bamenda before May 20, 2023 and the final report must be submitted before June 20, 2023. Fieldwork needs to be carried out in April 2023.
- CONSULTANT’S PROFILE
- Higher university degree in relevant field (e.g., in human rights, social sciences or development)
- Proven experience in conducting quality evaluations and assessing development programs (preferably in protection).
- Thorough knowledge on the thematic area and the current sociopolitical context of North West Region
- Strong human rights and protection programming skills
- Knowledge of English and Pidgin is required (knowledge of other local languages in NW is a plus)
- ORGANIZATION, ROLES AND REPSONSIBILITY
The consultant will be contracted by and report to Justice and Peace Commission Bamenda. The project coordinator and the JPC office MEAL staff will act as the advisory group for the evaluation process. They will provide the necessary documents and technical assistance (e.g., make travel arrangements, oversee / assist in making appointments and avail any information needed, etc.). the team leader will be responsible for managing the whole consultancy.
- PLAN FOR DISEMINATION AND LEARNING
The consultant will present the preliminary findings to JPC Bamenda and the latter will share with its key stakeholders as deemed necessary. The program/project implementer is responsible for ensuring feedback to all stakeholders, including community members who were involved in the evaluation report will be an open document that can be widely shared in e.g., JPC Website and other JPC media platforms.
- ADMINISTRATIVE INFORMATION
The consultancy fee will be paid in three instalments: 30% upon signing the contract, 30% when the inception report is approved and 40% when the final report is approved. JPC will negotiate for access to project sites but will not cover costs for logistics. The consultant(s) shall be responsible for covering all the necessary costs.
